Test Development Process

  1. Management of Examination Categories
    Changes in technical and vocational skills such as creation of new skills types, integration of skills categories, name changes, and discontinuance are researched.
    Ministry of Employment and Labor (MOEL) requests analysis of current skills categories from the Human Resources Department Service of Korea (HRD Korea) → HRD Korea conducts survey and submits findings to MOEL → Final conclusions drawn (by MOEL)
  2. Technical Skills Standards Determination
    Minimum standards and requirements of technical skills for applicable time period are reviewed → On-site review of work → Standards for test questions established → Standards reviewed by relevant ministries → Expert committee reviews standards and compiles final set of standards
  3. Test Question Generation & Management for Professional Engineer Level
    Test Question Development Committee Commissioned

    3~5 experts are selected from the Qualification Testing Deliberation Committee of Professional Engineers to develop questions for examinations. Different experts are chosen for each round of tests.

    Test Questions Generation
    • Question Types: Subjective written test or multiple short answer questions (4 periods of 100 minutes each)
    • Test question development committee gathers the night before the test generation project begins and is sequestered
    • Test questions released to the public one day after tests are held
  4. Test Question Generation & Management for Master Craftsman, Engineer, Industrial Engineer and Craftsman Level
    Question Generation and Confidentiality
    • Written test : Committee members for question generation are nominated → Questions are drafted as per specifications → Questions reviewed → Questions are rewritten for clarity then input into the Question Database
    • Practical test: Committee members for question generation are nominated → Questions are drafted as per specifications → Questions reviewed → Questions are rewritten for clarity then input into the Question Database
    Question Selection and Editing
    • Multiple choice test : Computer randomly selected questions from the Question Database and then the selected questions are formatted for printing into test booklet
    • Subjective written test and practical test: Questions are manually selected and formatted for printing into test booklet (computerization program is currently being developed)
  5. Release of Questions for the Written Test
    Examinees are allowed to take their test booklets with them after taking the tests for all qualifications of professional engineer, master craftsman, engineer, industrial engineer, and craftsman levels
  6. Release of Questions for Practical Tests
    Some practical tests require release of questions prior to the test. There are over 3,700 practical test questions posted for 204 skills available on the Q-Net
